our lives. >> plus heartbreak as a man watches two homes burn to the ground. new details as firefighters try to pinpoint what sparked those flames. and good morning to you. almost uniform temperatures to start the day. we're in the 40s and the 50s. we will see a 20 maybe 30 degree spread throughout your various microclimates. it will be cooler at the coast and then we have changes for your weekend. we'll talk about those coming up. before we get into the weather, let's start with a live picture of coy tower at alcat z alcatraz. striking as always. 00 good thursday morning to you. thanks for joining us. today prosecutors come file charges against a mom accused of

attacking her alleged daughter's bully. the mother claims she did not lay a hand on the boy. >> reporter: that's right. garcia bratcher will likely learn whether or not she will face any charges today in a sonoma county court. she was accused of attacking a 12-year-old boy who she believes was bullying her daughter. she was accused of grabbing his throat and pushing him back. but some at least one witness doubts that recount of what happened. one witness said they believe the boy made have put the marks on himself. take a listen to her attorney. >> the investigation has revealed significant exculpatory evidence that this boy probably made up this story. i'll be providing that to the district attorney in due course and hopefully they don't charge her with thinking. >> reporter: we will be learning whether or not she will face any charges a little bit later on

today. derek shore, today in the bay. we could learn today if a psychiatric evaluation will be ordered for the san francisco man who led ffbi agents on a manhunt. they found material needed to make ricin in his apartment. and they also found a homemade bomb. the grand jury handed down an indictment against chamberlain. pg&e will start increasing security at a substation. that utility is responding after someone fired more than 100 rounds from an assault rifle last year. 17 transformers and a half sgen circuit breakers were struck. security upgrades will include opaque fencing and protective barriers so there is no line of sight into that facility. there will also be we're told better detection and deterrent systems. lighting facilities will also be

upgraded. investigators spent the into the standing guard of two homes that burned to the ground. chris sanchez is "life" live in sunnyvale where two families wake up without homes. investigators don't know how they started? >> reporter: no. initially there were report one of the homeowners recently remodeled their kitchen, but they think it did start outside. so today that will be the work of the day trying to figure out how that happened. what happening behind me now, fencing around the burned out homes, stark contrast to what we saw yesterday. flames overtook both of those homes quickly consuming them. firefighters moved quickly, the fire moved even faster. the two houses are a total loss. there was a daycare center run in one of the homes and there

was a child sleeping inside, but there were good samaritans in the area, neighbors going door to door urging each other to leave. a man cutting trees in the neighborhood, as well, he also went door to door telling people to get out so people got out with their lives. >> devastating the way it took off so far. >> the heat coming off the house, you could feel it. never seen a fire that close. it was terrifying. >> at least we have our lives. and think my neighbor's dog died. >> reporter: very hard kday for those folks. firefighters were forced to take a defensive position outside dousing the fire with the hoses from the outside trying to minimize the risk to the other homes in the area. at one point, we did watch a man on top of his roof with a simple garden hose trying to hose it down to try to minimize the danger to his home.

police said that if he didn't come gown, they were going to arrest him. he said he couldn't stand by and watch his home go up in flames. again, investigate toiors will t here today looking for clues. chris sanchez, today in the bay. tonight crews in the south bay will finish their second round of mosquito fogging to try to get rid of the west nile virus. grounds fogging will take place around the willow glenn neighborhood. fogging comes after some adult mosquitos infected with west nile were found in the area last week. it's 6:05. time to check the forecast on a thursday morning. taking a live look outside san francisco already shining brightly. let's check the microclimate forecast. >> yeah, that mosquito fogging is going to be probably the most fog that we'll see for the next couple days. we'll keep the ocean breeze coming in. but only as far as the immediate

coast. we'll cut it off today around the inner bay and inland, of course. and as a result, temperatures will be warm. but yeah starting out yet again with very little or no cloud cover at most of your coastal cities this morning. 53 degrees to start the day in the east bay, 55 in san francisco. and 46 degrees a little bit on the chilly side to kick off a thursday in the north bay. but nascar weekend up in the north bay, we'll take a look at that forecast coming up. temperatures today upper 80s in the east bay, 82 for the about about nae peninsula, 84 san jose. we have a new incident to report if you're trying to get in to san francisco, this could be problematic for you. northbound 101, 9th street exit, an overturned vehicle on the off-ramp there. and delays have stacked up. it will likely turn to a red as we head throughout the next 15 minutes. next couple day, we will continue to see a lighter than normal drive because kids are getting out for summer.

this is the last week basically for schools that have three months off. next couple days, you want to count on the drive. that is per usual because here in the bay area, we still stack up in the summertime. metering lots are on at the toll plaza. golden gate bridge a nice looking drive getting out of the city. we'll keep you updated. starting monday, dogs will be able to run free at mountain view parks. sort of. certain parks will have designated off-leash areas but hours will be restricted. the purpose is to see if dogs and people can share the same green space. the one year pilot program is at six parks. signs will go up to let park owners know about the change. >> times it's not the dogs, it's the people and people. still ahead on today in the

units shy of graduating from the university will be given a posthumous degree today. he was shot and killed when he went into the wrong apartment in his building. the mom accused of choking a boy will be in court. garcia bratcher is accused of grabbing the throat of a boy she thought had been bullying her daughter. but another student says she saw the boy choke himself to create red marks on his neck. a lot the at stake here today. the president of the ncaa will be placed under oath in a federal courtroom in oakland today. the reason, according to the n news, he'll be a witness in the trial about whether college athletes should deserve the rights to the revenue earned. and history has been made

this morning. lieu yulieucy li has qualified u.s. open and she's only 11 years old. stephanie tron is live where the pre-teen started her career as a toddler. >> reporter: that's right. all impressive. she picked up the club at 3 or 4 years old, started playing when she was 7. but she's a household name here at mariner's point where she started dedicating herself we hear at 7. now she's 11, so only a few years later, she had on pigtails, dressed in sparkles, but made an impressive mark in the press conference. she reminded us of her age as she giggled through almost every response. she was inspired to play watching her big brother. she shot a 68 at the qualifier, beat out next person by seven strokes. two months ago, she won the

drive chip putt championship against other junior golfers. so she is used to winning. we spoke with the head pro at mariner's point who says he saw li practicing when she was even younger, sometimes throw tantrums and thought she didn't want to be there. he couldn't have been further off. >> at the end of the day when they would leave, a lot of times she would throw tantrums trying and i'd ask the aunt or her mom what was the problem. and she would say she's mad because she has to leave. >> i just want to go out there and have fun and play the best i can. i really don't care about the outcome. i just wapts want to have fun and learn. >> reporter: now everybody is happy she's in the open. the world's number one lpga player stacey lewis told u.s. "today" sports she's not a big fan of her involvement at the open. she wants kids to learn how to win before reaching a stage this big. and while li is taking on the open with a lighthearted attitude, she does train hard.

she spends some of the year in miami with her coach who also coached lexie thompson who qualified at 12 for the u.s. women's open. so used to be the youngest, now of course it is li who by the way has a dad on stockbroker, her mom a former table tennis champion. obviously she made a good decision going into golf. and she's played through eight holes, she's at five over and the leader at one under. so not too bad so far this morning. stephanie chuang, today in the bay. >> and i like how she wants to learn. i'm sure she could teach us all a few things about golf. >> also the fact that when she was 7 or 8, she used to throw all of these temper tantrums and now a made cheture 11-year-old left that all behind her. >> reporter: and i don't know if you got the chance to watch her at the open, but she had the giggles, but she was impressing people saying i'm going to do my best and i'm out there just to have some fun.

new this morning, spain welcomed a new king earlier today. there he is. that is felipe vi. he will take over the throne as his father juan carlos hands over his crown after a four decade long reign. the new king is expected to face tough challenges as that country emerges from a deep economic crisis. facebook is back up this morning after an international outage that lasted about 30 minutes. people certainly noticed. they took to twitter to talk about the site malfunction. the company is not saying what caused that outage.

facebook has had some problems before, but this one seemed to be more widespread. the website and mobile services were down here in the u.s. and numerous european countries as well as parts of asia and africa. amazon is taking the wraps off of his fire smart phone. it has 4.7 inch screen that can project 3d-like images. the fire phone comes with 12 months of amazon prime and has a feature that uses the camera to identify products and let you buy them on amazon. it starts at 200 bucks with a two year at&t contract. filming has begun for a new netflix series. motorcycles raced through city streets. the show created by the writers of the matrix is about eight people from all over the world who have psychic powers that allow them to communicate with each other. over the next three weeks, crews will film in various locations throughout the city.

morning after stocks rallied wednesday on the back of a fed decision. forsythe energy celebrating an ipo as well as mark it earlier this week. not a bad start to a thursday morning,up 19. a good thursday morning to you. the crisis in iraq continue its. this morning conflicting reports about who controls the largest oil refinery. a witness says militants have raised their black banners at that facility, but the government says it still has control. an iraqi official says exxon and bp are now evacuating their own workers even though they're no where near the fighting. so far president obama has not given the go ahead yet for

military action in iraq. and now he's taking more heat on capitol hill. that is where we find tracie potts. is the president still considering air strikes? >> reporter: yes, according to the white house, it's still on the table, but there are concerns about what the u.s. would strike. what we do know is that planes and drones are already flying over iraq as of this morning. they are trying to gather more surveillance, who are these militants, where are they, what might they strike next. the white house has said that the president is reluctant to order air strikes up they have more information. t turkey's leader said there is concern civilians could get hit if the u.s. goes ahead with the air strikes certainly with the lack of intelligence that they have now. thus the surveillance that we're seeing going on. and there is growing concern here on capitol hill about iraq's prime minister nuri al maliki not the most popular person on this side of the

atlantic. president obama, the white house, not officially saying that they want him gone. we are hearing that here on capitol hill. the white house has said that is a decision for the iraqi people to make. but they are pressing him to provide a more inclusive government, shiite, sunni and kurds in hopes of bringing down the tensions we're seeing. >> some sort of u.s. action does seem imminent. time to check the forecast much closer to home. let's take a peek outside. live look over san francisco. clouds in the distance there. let's check the microclimate forecast. if you liked yesterday, you may like today. >> chances are, because more of the same on the way. good morning to you. thanks for waking up with us. let's start with your current temperatures out there. because this is at one point of the day where we have almost uniform conditions as we get in to this afternoon. and we start to see those temperatures separate. we're talking about a 10 to 15

degree difference between the inner bay and the immediate coast courtesy of the low clouds for today. so you do want to keep that in mind. overall, just a couple things to point out when it comes to your morning forecast. let's get right to it. we have the cloud cover clinging in ragged patches to the cho coastline. westerly flow so it temperatures upper 60s in places like santa cruz. but in pacifica and half moon bay, upper 60s. so that is where you will get the ocean influence. overall, it will definitely be a hot day inland. taking a live look here, 101 northbound at 280, watch this, people are not very courteous as they merge into this area. so keep in mind you always want to be a courteous driver. we have no accidents. that's just the usual stackup. we'll warm into the 90s inland this afternoon. nice and cool at the coast. tonight, your sun will set the

out today if she will face assault charges for alledgedly attacking her daughter's bully. derek shore join us live in santa rosa where the mom denies laying a hand on the boy. >> reporter: that's right. in just a little bit, we will learn whether or not that mother whether face any charges here at the courthouse. delia garcia bratcher was originally accused of attacking a 12-year-old boy who she believed was bullying her daughter. she was accused of grabbing the child's throat, pushing him back, but one witness calling in to question sxapexactly what happened. nobody seems to be contending whether or not she con trobted t fronted the boy, but whether she put hands on him is another question. one witness said they saw the boy choke himself in order to frame the mother. throughout all of this, the attorney for garcia bratcher has maintained her innocence and encalled her a hero.

>> my client is a folk hero to people all over the world for making her stand up to her dauft. she is the mother of the year. she did nothing wrong. her daughter was being bullied and she confronted the bully. what is wrong with that? >> reporter: and that is the question today, whether or not it crossed the line and became physical. the district attorney's office asked for more time in order to do more investigation to see whether or not there was actual proof that her hand, her hand size, was the one that made those marks on that little boy. again, we should be learning a little bit later at around 8:30 this morning whether or not that mother will face charges or she will be set free, let free. she's actually already out bail. but she'll actually not face any charges at that time that point. we hope to actually hear from her then. derek shore, nbc bay area news for today in the bay. it is time to check the

forecast. 6:45 on thursday morning. let's take a peek outside. golden gate bridge, a little fogged in. be looks like a cool shot right there. >> yeah, that's the place to be if you want to stay cool. but you already know how to stay cool the two of you. >> look who is talking. >> you know what, we're getting closer to the weekend and temperatures will warm up a touch. basically tomorrow more of the same. only fluctuating by one to two degrees. and it will feel about as warm in the valley spots today as it did yesterday. same for tomorrow. and then a cooler difference as we go to the weekend, there is low pressure twoing through and it will drop your temperature. but 46 degrees in santa rose. everywhere else enjoying the 50s. mild start inland, coastal low clouds. warming in the 90s in afternoon inland hot spots.

but nice and cool meanwhile at the coast. and hey, mostly clear after dark tonight. your sucn will set at about 8:3. i know today will be a little harter than usual with the heat coming in to gilroy at 90 degrees. you'll be the 38 in p83 in palo. brentwood is upper 80s. so this is what we're headed towards. comfortable conditions. 68 in san francisco. warm in the south bay, but low 70s in the city by the bay as of tomorrow, we'll be in the upper 70s here in the san jose area. so we will drop you back off. let's switch gears and talk about your drive. this is a new incident westbound on the bay bridge, a crash as you approach treasure island blocking two lanes. and it's actually adding to the stackup that we typically see this time of morning at the bay bridge toll plaza. look at that, a parking lot this morning. so that can cause you some problems. also want to show what you is

happening southbound southbound 6 # 0 at 84, a crash blocking a lane. but commuters are working right around that accident. just slowing you down a little bit. it will take you about ten minutes longer to get through this stretch. back to you. 6:48, new this morning, investigators are trying to figure out if a brush fire in oakland was started on purpose. the fire burned bushes and trees in an area about the size of half a football field. several roads were temporarily shut down while crews put water on the flames near courtland and brooke dale avenues. the fire is several miles away from where crews have been patrolling. five separate fires broke out tuesday afternoon all within a couple hours of each other. they think that three were intentionally set and the other two started by embers. investigators say burn patterns suggest somebody may have put gasoline on wood to get the fires ignited. in the meantime, investigators in the south bay will exam ine burn patterns to

try to figure out what starteded a fire that burned two homes in sunnyvale. from our helicopter, you can see just how bad that damage is. and what investigators are up against as they begin to pick through the mess. so far they think the fire started between two homes on lantana drive. chris sanchez is live in sunnyvale. investigators still don't know how it even started. >> reporter: no, initially it sounded like perhaps it started inside one of the homes, but then investigators later said that it appeared that it started outside between the two homes that are now a complete loss. you might be able to hear in the distance there some tree trimmers. one of those guys is one of the heros of the day. yesterday he went around knocking on doors as soon as he saw the flames shooting through the roof and helped people to get out very quickly. so normal for them, not normal for the folks who live inside these two homes.

firefighters moved quickly, but the flames were for a fast. t it could have been way worse because inside one home, there was a home daycare center where one of the children was sleeping when the fire started. again, that tree trimmer knocked on doors in the area. another neighbor also helped folks to get outside. fortunately, everyone made it out alive. >> it took off so fast. >> the heat coming off the neighbor's house, could you feel it. i've never seen a fire that close and it was terrifying. >> at least our lives, we have our lives. and i think my neighbor's dog died. >> reporter: firefighters did run into the burning home, they didn't stay long, they came out and they maintained a defensive position putting water from the outside because they were concerned that the roof of one of those homes would collapse. it was again a defensive fight.
